CEPT and BB: Messy Child Support

This is a CEPT and a BB all in one.
We live in Lewisburg, TN.
ebonunicorn has been having severe amounts of trouble in getting his child support payments reduced. As it is, his current weekly payment is almost exactly the same amount as his current weekly paycheck. The backstory on that is long, and is not what I'm here about.
Current child support a week, BTW is $250 a week. Ebon makes $11/hr right now.
Okay. Court case started in Alabama. His ex moved to Virginia after the case was concluded. She was in Virginia for several years, and got remarried. He then petioned Alabama to lower the child support, after loosing his job. (plant closed) After a year and a half, Alabama told him that he needed to go through Virginia. However, he still needed to pay his child support through Alabama. Somewhere in all this, he got a new job, at half the pay rate of his previous job. Virginia started to get the case moved to them, as well as working on getting the child support payments moved to going through their departments. Alabama preoceeds to garnish his paychecks. His employer refuses to garnish for the full amount, capping it at 50% of his paycheck. His ex moves to Florida in the middle of the case.
As of right now, both the states of Alabama and Virginia say he owes them the full weekly amount of his child support. Both. Yes, that means that he is being required to pay his child support twice over, to two different states. We don't know when the garnish orders will catch back up, as the union moved him to what will hopefully be a more stable job, and the states haven't caught back up with him again. Virginia told him that he needs to go through the state of Tennessee to petition the state of Florida to reduce child support. And his lawyer in Virginia has not gotten back to us on which state we are actually supposed to be paying until the garnishment order catches back up.
I wish to make it clear that Ebon does not wish to avoid paying child support. What he wishes is to have the amount reduced to be proportional to his paycheck. He considers himself responsible for both of the children from his previous marriage until they turn 18. The child support order is until they turn 19, but that's another can of worms, as is the fact that he is not permitted contact with the children. No court order to that effect, but nobody will tee him where they are, including the courts. We have Google to thank for even knowing which state they used to be in. We know that they are in Florida because Virginia told us that we needed to petition through Florida.
Okay. Backlog of info as out of the way as it's going to get. What I'm asking for: We can no longer afford a lawyer, and the legal mess has gotten so tangled at this point that we need legal aid. Does anyone have any clue as to how and where we could find an organization that could help us through this mess? Legal aid in TN is only for domestic violence victims, so that route is closed. I'm getting ready to do some marathon Googling here myself, but I am suffering from a severe lack of knowledge on where to even begin.
We need help very badly at this point. Anything that folks can find would be helpful. Good Thoughts would be just as appreciated.
